Recently, the secretariat of the China Association for Science and Technology (CAST) had a meeting to discuss the three-year plan for the construction of "Intelligent CAST 2.0" (2022-2024).

The meeting heard and approved the overall plan for the construction of "Intelligent CAST 2.0" and 4 special framework plans proposed by the office of the Leading Group of CAST informatization work, and asked the attendees to take immediate actions to implement the above mentioned plans.

Zhang Yuzhuo, secretary of the leading Party members group, vice president in charge of daily work, chief executive secretary of the Secretariat of CAST and head of the Informatization Leading Group, presided over the meeting.

The meeting stressed that "Intelligent CAST 2.0" is an important measure to build an online home for Chinese sci-tech professionals and an important task for CAST and its grass-roots organizations to deepen reform of the organization.

All staff members of CAST and its grass-roots organizations should fully realize and understand the importance and urgency of "Intelligent CAST 2.0" from a strategic height of "Bearing in mind the country's most fundamental interests".

The construction of "Intelligent CAST 2.0" must reflect CAST’s political principles, advancedness in science and technology circles, and services for and close ties with the Chinese sci-tech professionals. To promote the implementation of the plans should serve the purpose of uniting and leading Chinese sci-tech professionals in a wider range. The significance  demonstrates that "Intelligent CAST 2.0" is CAST’s No. 1 project at present.

The meeting required the attendees to formulate respective implementation plans of digital transformation as soon as possible with specific objectives, explicit positioning, complementary functions and unified connection.

The meeting urged to give full play to the leading, normative and binding role of the plans to promote the combination of "unified planning" with "unified budget" and "unified construction" to ensure the plans to be completed on schedule and with unified standards at each time node.

The meeting proposed prospects that a comprehensive professional team to be set up to provide appropriate services to national societies and local branches and "Intelligent CAST 2.0" to be built up as a platform relying on sci-tech professionals and serving sci-tech professionals.

The three-year plan for the construction of "Intelligent CAST 2.0" mainly included guiding ideology, construction principles, main objectives, key tasks and supporting measures.

The meeting highlighted the co-construction and sharing mechanism of "Intelligent CAST 2.0", with an emphasis on CAST’s responsibility to provide technology base, data standards and platform operation and maintenance system, to support the national societies, local branches and grass-roots organizations to "build homes” and “open stores" on it.

"Intelligent CAST 2.0" was expected to empower grass-roots units with digitalization technologies, provide them a platform to share data and conduct further exchanges and cooperation, and weave a network linking the top with the bottom to promote the realization of CAST’s digital transformation and bring forth rapid development.

Officers of the leading Party members group and Secretariat of CAST attended the meeting.

Also present at the meeting were heads of administrative departments, functioning institutions and office of the Leading Group of CAST informatization work.
