On September 23, 2022, the China Association for Science and Technology (CAST) held a symposium for its affiliated national societies and local branches to study and implement the Opinions on Strengthening Science Popularization Work in the New Era (hereinafter referred to as the “Opinions”) issued by the General Office of the CPC Central Committee and the General Office of the State Council.

Meng Qinghai, full-time vice president and executive secretary of the Secretariat of CAST, presided over the symposium and delivered a speech.

Leading officers of some of the national societies and local branches, and heads of relevant departments of CAST attended the symposium in hybrid form of online and on spot.

The participants exchanged views and conducted discussions on the study and implementation of the Opinions.

The symposium pointed out that the Central Committee of the Communist Party of China (CPC) attaches great importance to science popularization work.

President Xi Jinping has made important remarks and given instructions on science popularization work and the enhancement of scientific literacy of the general public, emphasizing that "Sci-tech innovation and science popularization are the two wings to achieve innovation and development, and science popularization should be placed in the same important position as sci-tech innovation", which provides a fundamental principle to follow for the development of science popularization.

The Opinions are another important document in the field of science popularization after the Outline of the National Scheme for Scientific Literacy (2021-2035) (hereinafter referred to as the “Outline”). It is also a programmatic document guiding the science popularization work at present and in the future.

The symposium emphasized that the Opinions have created new opportunities for the development of science popularization in China, given CAST a new mission and put forward new requirements for science popularization work.

The symposium stressed that all staff members of CAST should seize the opportunities to take the lead in enhancing the scientific literacy of Chinese citizens and adding new functions to China’s science popularization undertakings.

The symposium called upon all staff members of CAST to strengthen international scientific and cultural exchanges and provide consultative services for the nation to boost its science popularization work.

The symposium emphasized to strengthen the implementation mechanism of the Outline, build a quality-oriented science popularization service system that integrates brand activities, platforms, teams, specific actions, incentive and award systems, and perfect coordinating system at local and grassroots level of CAST to reinforce the service system.

The symposium stressed to make efforts to promote the revision of the Law of the People's Republic of China on Popularization of Science and Technology, strengthen the supply side to boost quality-oriented science popularization, and speed up the construction of "Intelligent science popularization 2.0" among other major priorities of CAST.

The symposium required that the affiliated national societies and local branches of CAST should endeavor to interpret and publicize the Opinions, and take concrete actions to implement the requirements of the Opinions and the deployment of the CPC Central Committee.
