A high level coordination meeting on the construction of world-class STM journals was held at the China Hall of Science and Technology on February 18, 2022.

A multi-ministerial coordination meeting on the construction of world-class STM journals is held at the China Hall of Science and Technology on February 18, 2022.

The meeting was presided over by Zhang Yuzhuo, secretary of the leading Party members group, vice president in charge of daily work and chief executive secretary of the Secretariat of the China Association for Science and Technology (CAST).

Also present at the meeting were Gao Hongjun, vice president of the Chinese Academy of Sciences (CAS), Wang Chen, vice president of the Chinese Academy of Engineering (CAE), Lyu Zhaoping, member of the leading Party members group and executive secretary of the Secretariat of CAST, as well as representatives of member units of the coordination meeting including the Publicity Department of the Central Committee of the Communist Party of China (CPC), the Ministry of Education, the Ministry of Science and Technology (MOST) and the Ministry of Finance.

The meeting conveyed the latest instructions of the central leaders on the construction of world-class STM journals, reviewed the key points of the construction of world-class STM journals in 2022, and conducted in-depth discussion on taking effective measures to promote the construction of first-class journals to a new level.

Zhang Yuzhuo pointed out that the CPC Central Committee attached great importance to the construction of world-class STM journals, and made important instructions quite a few times for accelerating the construction of China’s world-class STM journals.  

Zhang Yuzhuo said that three years of continuous efforts witnessed breakthroughs in the construction of China’s STM journals in several fields, and the number of leading journals is increasing continuously.

While noting the next step to promote the construction was to transform the well-crafted plans and arrangements into real implementation, Zhang urged to thoroughly implement the "Action Plan for Excellent STM Journals" to strengthen the construction of new journals with high starting points and increase the number of China's high-level STM journals.

Zhang also put forward requirements to speed up the establishment of a new evaluation system of sci-tech professionals with their innovative value, competence and contribution as key indexes.

Zhang urged the development of open science and improving the quality and scale of China's scientific data resources to promote sharing and security of the data for innovation-driven development.

We should promote China's excellent journals “going global” strategy to attract eminent scientists of the world to the work of the journals, and boost the journals’ competence in solicitation of papers on forefront scientific topicsto enhance the influences of China’s STM journals, continued Zhang.

Zhang hoped that the participating members of the coordination mechanism would give full play to their advantages and make efforts on policy research and mechanism innovation to take effective measures to insure the high quality development of China’s STM journals.

Also joining the meeting were heads of relevant administrative departments and functioning institutions of CAST and members of the coordination meeting.
