The China Association for Science and Technology (CAST) held a seminar on the development of STM journal clusters and the construction of academic exchange platforms on March 28, 2022.

The seminar was presided over by Zhang Yuzhuo, secretary of the leading Party members group, vice president in charge of daily work and chief executive secretary of the Secretariat of CAST.

Many experts from the academia and industrial circles of STM publishing and documentary information attended the seminar.

At the seminar, Zhou Yuanchun, deputy director of the Computer Network Information Center of the Chinese Academy of Sciences (CAS), briefed the attendees about the construction of scientific databases and the opening and sharing of data.

Lin Liying, president of the China National Publications Import & Export (Group) Co., Ltd., introduced the relevant work carried out by her group on building high-end academic exchange platforms.

Tong Jianguo, deputy editor in chief of the China academic journal (CD version) electronic magazine Co., Ltd., shared the cases and experiences of his group in giving full play to the platform advantages of the China National Knowledge Infrastructure (CNKI) to promote the dissemination and utilization of research achievements.

Qian Jiuhong, director of the board of the Youke (Beijing) publishing group Co., Ltd. shared his thoughts about academic publishing technologies.

The participating experts had discussions and exchanged views on topics including "promoting the opening and sharing of scientific data", "building high-end academic exchange platforms" and "promoting the development of STM journal clusters".

The attendees reached consensus that open science is the development trend of international academic exchange and publishing. The relevant administrations, sci-tech professionals and publishing industries should take this opportunity to strengthen cooperation and coordination to formulate policies and carry on active exploration to promote high-quality development of China's STM journals and create a sound academic ecology.

Zhang Yuzhuo pointed out that the central leading officials attach great importance to the construction of world-class journals and the sharing and utilization of scientific data.

To develop STM journal clusters, build high-end academic exchange platforms and integrate and share high-quality academic publishing resources are not only an important way to build world-class STM journals, but also an important foundation for the open sharing of sci-tech achievements and scientific data, added Zhang.

Zhang stressed the need to increase the supply of new journal resources, establish more high-quality journals while ensuring their academic quality, guide the return of overseas excellent journals, promote the bilingual dissemination of excellent STM articles, and improve the academic influence and service ability of China's STM journals.

Zhang urged to establish a mechanism for the collection, management and storage of scientific data to make the scientific data bank bigger and stronger, and take the establishment of the alliance of open science as an opportunity to promote China's scientific database to enter the list of scientific databases recognized by international prestigious journals or academic communities in order to strengthen China’s ability of gathering and utilizing global scientific data.

Zhang urged to promote the research and application of software and algorithms of scientific data management, and provide a powerful tool for data-driven scientific development.

Zhang urged to gather the strength of all relevant entities and combine public service with market operation to build academic platforms with global influence to make the voice of Chinese scientific community heard by international society.

Lyu Zhaoping, member of the leading Party members group and executive secretary of the Secretariat of CAST, and relevant responsible leaders of the Publication Bureau of the Publicity Department of the CPC Central Committee, the Bureau of Science Communication of the CAS, the Department of Sci-tech Innovation of CAST and the Service Center for Societies of CAST attended the seminar.
